Very true. One can easily do Map Update themselves on Fxx car so long as it is not ROUTE or EVO Map, and they have E-Sys, PSdZData, and ENET Cable, and there are many good DIY Guides out there.

The vast majority of PREMIUM map users though are older Exx cars, and it is impractical for them, as an Expensive ICOM interface is needed. Same for MOTION and MOVE Map users.
