Whats the deal with facelifts and MY changes??
It use to be facelift in 4 years and a new model in 7-8 years. Now I'm seeing facelift in 3 years and MY just 6 years...was it always like this or is BMW pushing earlier MY?

It varies by vehicle and manufacturer. Many cars have shaved about a year per generation for the last three decades or so. Just in my quick glance, the 911 seems to buck the trend with lengthening life cycles since 1988.
Don't be surprised if this trend of shorter intervals continues as the electronic revolution in cars accelerated massively over the last 15 years. Even when an exterior design seems timeless (I'm looking at you, E46 M3), the electronics inside the car (iDrive, etc) date far quicker, forcing the hand of the companies to evolve at a faster pace to keep up with said technologies.
