Did you ever have any problems with your rotors at the track? I used the stock pads and had problems with the rotors they replaced them with the pads, was nice the BMW covered that!

I never had any problems with my rotors. I was using PF pads and SRF fluid and was fine. I've heard that dealers are pretty generous other than when you roll in and the rotors are incredibly thrashed.

Although this new policy sounds bad it's really not that big a deal. If you buy a BMW you should plan on keeping it for at least 4 years or your decision already made bad financial sense even without the new maintenance policy.

I ran stock pads and stock fluid on my first time out. I was at Willow Springs (which is a pretty fast track with speeds reaching 140+ on the front straight) and was fine. It was just in the back of my head from a fellow member and friend of mine that I should be careful, so I didn't push too hard. For reference, I was running in the mid 1:40s that day. Low 1:30s is much more doable with pads/fluid/BBK upgrades.

This is frustrating, I like to buy 1-2 year old BMW's with <10k miles. I'm not going to say I'm jumping ship over this, but now that maintenance will be a factor I can't say that I'm going to almost exclusively look at BMW's as I have before. They probably won't care as I don't think BMW has ever actually made any money from me so I guess I understand, but I've always thought this is one of those things that really sets BMW apart from Benz/Audi and it's a shame to see it go.

trying to find the answer to this. What will happen if I were to buy the car from a dealership in NY and move to lets say FL. I will still be the owner but can I bring to another service center and my service will still be free?

It'll still be free. You're the original owner or it was originally registered prior to 7/1/14, it don't matter where you live.
