I work in Boca Raton, FL. And yes, I've seen that car around. I was behind it and don't recall the headlights being blacked out. I did my best not to look directly at it.

Maybe this guy used the same consultant as my mum as she redecorated our family home. I moved to an other continent, just to avoid being photographed with her new couch.
