I'm wondering if the 3 nuts used to secure each front upper strut mount to the shock tower can be re-used or if they need to be replaced.

I'm asking as these nuts seem to be backordered or have a 4-6 week lead time so I'm guessing people just re-use them.

I think BMW says to replace but I've reused em half a dozen times without issue so I think you should be fine.
As a5m's user avatara5m stated, the top strut mount nuts can be reused several times without creating a safety issue. This applies to most suspension mounting hardware. This is the same with camber plate mounting nuts. They also can be reused repeatedly and I’ve been reusing camber plate nuts on track for over 30 years (since the e36 M3).

I did order most of the nuts and bolts of the suspension arms mounting hardware as this hardware is mostly the torque-to-yield type, reasonably priced and readily available.
