In the car it actually sounds more like a humming noise than the whining noise you hear in the video.
I used to hear this sound I think when I first started the car but now I hear it every few minutes.
Whatever it is, it sounds like it's coming from the driver's side. It could have just failed on its own without any 'help' from me, but here's some things I've done recently:
When I was working on the front driver's side brake and rotor, I compressed the brake piston too quickly and some brake fluid starting dripping from the bottom of the car, I assume it came out from the top of the brake fluid master reservoir. It appeared to be about half a cup so I didn't think twice about it.
However today after a short drive I removed the cabin filter cover and looked at the brake fluid levels and with the cap and little dip stick inside, it was at the very very top: This is confusing to me because not only did I fill it just to the max line while doing the brake fluid drain and replacement, but some brake fluid leaked out during the front driver's side brake replacement when I compressed the piston too quickly or too much, - so how could it be at the very top, now? Anyway, today after a quick drive I took a clean baster and removed brake fluid until it was a little below the 'max' line.
I still heard the noise after that during the one drive I've done.
Washer fluid: Low levels were giving me the light and after a few nights of poor sleep I made the bad choice of adding some fluid. I accidentally added a few cups of 50/50 coolant/distilled water. So, I went to the car wash (there was no water where I was working), and emptied the windshield wiper fluid by using it all, and then ran the car through the car wash to remove the overspray of coolant/water/older windshield wiper fluid from the paint. Refilled with regular windshield wiper fluid.
Don't know if any of that could contribute to this noise.

- Sealed the oil cap under the existing rubber gasket with Permatex black gasket, to stop it from leaking oil, works 100% afaik
- brake fluid flush and replace
- replaced all 4 brakes and rotors (some details below)
- motor oil drain and replace
- manual transmission fluid drain and replace
- Accidentally poured a few glugs of coolant into the windshield wiper reservoir (details below)
